Position Description:  President

Reports to: ROSC Advisor and Executive Board

 

POSITION OVERVIEW:  

Presides over and supervises the conduct of the Executive and Governing Boards, and general membership meetings and activities.  Serves as an ex-officio member of all committees except Nominations and Elections.  Appoints a Parliamentarian and Governing Board Standing Committee Chairs.  Appoints special committees and those chairpersons as needed.  Keeps Advisors informed.  Ensures the budget is maintained.  Supervises the Bazaar Committee.

 

Principal Accountabilities:

  • Preside and supervise the conduct of the Executive and Governing Boards, and general membership meetings and activities. Inform Advisors of all pertinent ROSC activities.

  • Submit a monthly report, to include reimbursable expenditures when incurred.

  • Serve as an ex-officio member of all committees except Nominations and Elections.

  • Appoint a Parliamentarian and Governing Board Standing Committee Chairs (with the exception of the Bazaar Chair and Bazaar Finance Director), with the approval of the Executive Board.

  • Appoint special committee(s) and those chairperson(s), as needed, with at least two-thirds affirmative vote of the Executive Board.

  • Fill all vacancies that occur on the Governing Board except where other provisions are made in the Constitution and Bylaws.

  • Keep Advisors informed and ensure that one is present for all Governing and Executive Board meetings with the help of the Corresponding Secretary.

  • Manage the President’s Fund, which will be included in the General Fund Budget and submit a year-end budget review at the end of the term.

  • Approve General Fund Treasurer’s selection of an auditor or audit committee per the ROSC Constitution, Article III, Section C, Part 13 and IAW AFI 34-223.

  • Have signatory authority for the disbursal of funds with the Treasurers.

  • Fulfill the duties of the General Fund Treasurer if both the General Fund Treasurer and 1st Vice President are absent.

  • Fulfill the duties of the Welfare Fund Treasurer if both the Welfare Fund Treasurer and the 2nd Vice President are absent.

  • Serve as or appoint a liaison between the ROSC and the 86 FSS Private Organizations Office.

  • Assign special duties or responsibilities to any Governing Board Member in order to improve the organizational accomplishments and structure of ROSC.

  • Ensure the budget is maintained.

  • Maintain a ROSC continuity file and official ROSC President Google email account and drive up to date through term of office.

  • Supervise the Bazaar Committee.

  • Submit an after-action report and timeline to the incoming President and Parliamentarian by the deadline set by the Parliamentarian. 

  • Ensure budget is maintained. 

  • Prepare a revised or current job description to the Parliamentarian by mid-year. 

  • Show respect and represent the ROSC in the community with high standards. 

Position Duties and Significant Details:

  • Create board meeting agendas, preferably several days in advance to allow for input from Vice Presidents and to provide time for other board members to notify President of additional items for the agenda.

  • Review agenda for the general membership meeting with the Events Chair a few days prior to meeting to allow planning of activities, adjust serving times, etc.

  • Check and manage email daily. 

  • As the liaison between ROSC and the 86 FSS Private Organizations (PO) office, meet with PO Administrator. 

  • When a second signature is necessary for any ROSC check, the Treasurers will inform the President and both Vice Presidents that the check will be placed in the file cabinet in the treasurers’ folders. They will in turn arrange for a timely signature.

  • Attend as many Bazaar Committee meetings as possible to remain informed on plans.

  • Ensure that Corresponding Secretary, Events Chair, and Welcoming Chair have account details for Cheddar Up so they may access spreadsheets pertinent to their positions.

  • Approve flyers from the Social Media Chair for posting.

  • Plan Board Interest coffee in late August.

  • Ensure quarterly documents are submitted to the Private Org office at FSS.

  • Attend Welcome Coffees.

  • Attend quarterly Private Org meetings with FSS  and various other meetings/briefings as requested through the Private Org office.

  • Attend Scholarship Award Ceremonies in the Spring. 

  • Offer one-on-one mid year meetings with Board members to ensure they are on track with their position, address any needs, modify how their position is being performed if the Board member feels there is a better way.

  • Volunteer at the Post Office or other volunteer opportunities as often as possible.

  • Schedule mid year budget review for May of each year.

  • Attend AWAG if possible. The local (day long) meeting at Ramstein and the week-long event in Garmish.

  • Develop a relationship with Presidents of RESA and KLSA if possible.

  • Utilize the Council for Military Spouse Clubs for the entire Board.
