Position Description:  General Fund Treasurer

Reports to: President

 

POSITION OVERVIEW:  

Responsible for oversight of all ROSC General Funds. 

 

Principal Accountabilities:

  • Attend all Executive and Governing Board meetings and all ROSC social functions. 

  • Attend monthly membership meetings.

  • Submit a monthly consolidated report to the Recording Secretary on time to include monthly expenditures.

  • Prepare a revised or current job description to the Parliamentarian by the mid-year board meeting.

  • Show respect and represent the ROSC in the community with high standards.

  • Submit an after-action report and timeline to the incoming President and Parliamentarian by the deadline set by the Parliamentarian.

  • Maintain a ROSC continuity file and official ROSC General Fund Treasurer Google email account and drive up to date through their term of office.

  • Chair the General Fund budget review session of the General Fund Budget Committee prior to the first scheduled meeting of the new board year and pre- sent the proposed budget at the first Governing Board meeting. The proposed budget will then be presented to the general membership for approval.

  • Be a member of the Welfare Fund Budget Committee and the Constitution, Bylaws and Policies Revision Committee.

  • Select and contact the auditor. Coordinate with the Welfare Treasurer, Scholarship Treasurer, and the Bazaar Finance Director regarding the timeline they have to prepare the audit.

  • Deliver an electronic or paper copy of the annual audit to the Budget Review Committee, as well as the Honorary President and Vice President and ROSC Advisor(s).

  • Deliver quarterly financial reports to Recording Secretary who will then email quarterly copies of minutes and financial statements from General and Welfare Funds to the 86 FSS Private Organizations Office representative IAW with AFI 34-223.

  • Receive and disburse all funds belonging to the ROSC General Fund account. 

  • Shall obtain two signatures for any check over $500.00 and one signature for any check $500.00 or less. 

  • Seek General Membership approval on amendments to the approved General Fund Budget that exceed $1,000.00. 

  • Responsible for ensuring the annual renewal of Bonding and General Liability Insurance Policies. 

  • Maintain a record of all receipts and expenditures. 

  • Record all transactions by using the voucher system. 

  • Prepare and distribute a monthly financial statement to the Governing Board; the financial statement should include a record of receipts and expenditures for that month in addition to a year-to-date budget comparison report. 

  • Reconcile bank account statements each month. 

  • Provide Petty Cash for monthly membership socials as needed (Reservations, Membership, Ways and Means).

  • Work with the Reservations Chair to facilitate the receipt and payments of the bills for all social functions. 

  • Work with the Corresponding Secretary to facilitate the billing and recording of membership dues.

  • Email an electronic copy of the monthly General Fund financial statement to Governing board members to be used at the monthly board meetings.

  • Shall organize and obtain signature cards from the bank for the incoming Board immediately following the completion of his/her term. 

  • Deliver an electronic or paper copy of the budget to the Executive Board, ROSC Advisor(s), and the 86 FSS Private Organizations Office upon receipt by the President. 

  • Be the custodian of the ROSC General Fund at Community Bank. The following board members will also have account signatory authority:  President, 1st Vice President, and 2nd Vice President.

  • Maintain copies of financial reports for seven years. 

  • Responsible for the annual renewal for all ROSC Post Office Boxes.

  • Monitor all recurring bills for renewal dates to ensure uninterrupted service (e.g., Liability and Bonding Insurance, email, domains, hosting).
